How to distribute work items equally among number of people.

We have a work flow where we are getting two types of work (exp : we can name as item 1 and item 2) and we have number of people which can vary daily basis some time 10 people and some time 6 or 15.
We need to distribute work equally however the item 1 and item 2 count also vary daily , item 2 has more complexity than item 1, we need to distribute item 1 and item 2 equally to available persons. We have unique numbers for items.
Kindly suggest how I can do this using Ms Access or any other ms office applications.
