Sharing violation on Access 2007 database

I have a small web site running on Windows 7 with IIS7 it is written in classic ASP with an ActiveX dll that connects to and extracts/ writes/ deletes data from the database. The database is an accdb Access 2007 database and until a few days ago every thing in the world was wonderful. I am now getting the following error written to my error trapping routine

The Microsoft Office Access database engine cannot open or write to the file 'C:\Database\Database.accdb'. It is already opened exclusively by another user, or you need permission to view and write its data.; code -2147467259

The database has been designed for shared use.

Any advise would be great
