Access 2007 - toolbars that work in runtime?

I have an Access 2007 database that will be running on a computer with Runtime. However, so many of the tools simply don't exist under Runtime - e.g., Send as a PDF Attachment - that I want to create a custom toolbar with these types of commands. Is this possible? I am not an IT person - I create my databases in Access; if something goes wrong, I can read Visual Basic because I know what it's meant to say, but I can't write code; a bit like being able to read French, but not having the skills to write it.
