Unwanted page break in report

Please excuse what I hope is the simplicity of this question. I use Access, but don't do any programming in it.

I am building a report that is designed to give organization by organization answers to a survey that we did. We want to be able to have sheets that show the answers given in a survey for each organzation. The report design is simple. I have it grouped by organization# and then a large detail section that has each of the questions and the answers give to each. The strange thing is that there is a page break after/before one question even thought it's only part way down the page and other questions and answers run into the page header and page footer. I've gone through the properties and can't figure out why. There are several answers that are Can Grow/CanShrink, whether that makes a difference or not. Can anyone help? This is so frustrating.

From research online, I found the solution to the problem of some fields running into the page header and footer. I don't know why, but changing the KeepTogether to No in the Report Footer (my report footer is blank), eliminated the problem. Now the seemingly arbitrary page breaks (although I'm sure they're not. I don't see them in the report view, only the print preview view. Also, it happens after fields that can grow or shrink, although not always the same one...
