access opens EVERY database exclusively

I have a user whose Access opens all access databases exclusively, 2003 sp 2. I double checked that she is using open, not open exclusively. I even created a new .mdb on her pc with no security and attempted to open a second instance and get a message saying it's open exclusively. I had someone reinstall access on her pc, same result. She does not get this result from any other pc. I'm thinking something in the registry but really have no idea what else to attempt.

User has shared selected but still opens everything exclusively.
