Can anyone help me out with this as Db is placed in another state

Hi
In My Db I want the following as :
Whenever Admin logs in to the DB i want to get a warning as "cannot use DB" as it is placed in another state.

I tried to make changes in the Security file but I m not getting this warning .Even though the Admin tries to open the DB ,all others can still edit Db which should not be the case..
Normally there r 2 logins for my Db 1 as admin & another as accts..So whenever admin logs in the Db accts cannot do any changes or should not b able to log in at all..
For Security purpose I want this warning to occur.

Can anyone Plz help me with this...
