Limit detail row height

I know someone has done this before.

I want to limit my detail rows to 2 lines of text each and anything over 2 lines to appear on a new detail row. The purpose for this is to contain the data inside lines on an official form that must look exactly like the original. There are no delimeters in the data and I'm assuming that I would need to count the characters or lines to accomplish this.

It's the same project from a different angle. I've been trying to find this solution for months. I'm sure someone has had to control the size of a field to fill a form.
