Locking/Unlocking Fields on an ACCESS 2003 Form

I would really like to have the form come up locked, and then the user
unlock it for changes, and then lock it again. I'm using Access
2003. I have no idea how to do it, but have seen it.

Thanks.

See:
Locking bound controls on a form and subforms

The article contains a sample database to download.
From there, it's copy'n'paste stuff.
