Package access into exe

I have designed a database using Access 2003. Is there any way of
turning this into an .exe file or package it with an access database
reader for someone that does not have access on their computer so that
they can still use it.

Yes but no.

You can't make an .exe file from your Access MDB/MDE. You can package it with the
A2003 or A2007 runtime. However the A2003 runtime, which comes as part of Visual
Studio Tools for Office is no longer available for purchase. The A2007 runtime is
downloadable from MS for free.
