How Do I Obtain the Microsoft Jet OLE DB Provider?

I have a computer running Windows XP SP2. I get the message "The
'Microsoft.Jet.OLEDB.4.0' provider is not registered on the local
machine".

Microsoft provides instructions for obtaining the Jet components in
the following article: http://support.microsoft.com/kb/239114.
However, that article is confusing. Instead of offering me a download,
it seems to be telling me I already have what I need.

Does this mean something is wrong with my installation of Windows? And
if I re-install SP2, will I then have the Jet OLE DB provider
installed on my computer?
