Report on language preference and sorted by county

I am trying to run an MS Access report on language preference and
sorted by county.

I am looking at a form someone else made that has reports attached to
it.

I can't figure out how the report (attached to the form) and the drop
down combo box (that allows for selection of county) are connected to
each other to produce a report on language preference and sorted by
county.

Any suggestions?
