How to prompt for password when Shift Key is pressed

Hi, I need an advise from the experts here -

I have configure the Tools - Startup option to run the application.
But if User hold down the SHIFT key it can bypass the startup options
to access the database windows to modify table or forms however I do not
allow this to happen.

I do not want to disable the shift key because I still need to add new forms,
queries in future.

How would I implement if user press the Shift key It will prompt for a password.
