Report/subreport/subreport repeating problem

Using 2003. I've got a main report with a subreport and within that
subreport is another subreport, all bound. The detail in the 2nd
subreport is repeated multiple times for some reason. The main report
prints a vendor name, the 1st subreport prints the budget # used to
pay that vendor. The 2nd subreport prints the detail of those
payments.

If I remove the 2nd subreport, then the main and 1st subreport print
just fine.

If I print the 2nd by itself then it does not repeat any data.

So the problem is with the 1st subreport link to the 2nd. If there is
only one detail record for the 2nd, then that prints fine. But if
there are 4 detail records, then the detail gets repeated 4 times.
