I have a form with which has buttons for adding and editing . I want to restrict the users from editing other users records but all the users can see everyone else records .
Also how to restrict the whole database from users and give access only to certain froms . Please guide me

What you're going to need to do is to activate, if you haven't already the Multi-User Option in Access. This will prompt each user for a username and password.
If you don't know how to use this, you're going to need to get yourself familier with it first. There is a great deal of information to learn before I would be able to give a simple answer to your question.
There are many different layers of things that need to happen as well as some reprogramming on the user interface so that you know who's accessing the program.
