Actually, I sent you two emails but I didn't know if they got through
so I posted here as well.
to answer your questions;

Ans: the exe starts up, opens the screen and I see a list of ini
files

Ans: Yes, that screen works without issue
>Does the Validate INI File button work?
Ans: Yes
>Hows about the Run INI file button?
Ans: Yes it works, it creates the .lnk file on my desktop but it
creates it using mapped drive letters even though I used UNC in
the .INI file. So, I have to change the .lnk file to UNC which is when
it hangs my pc.
