Network Access Form Read Only Problem

I have the database on the network now for testing purpose's however when someone opens it, it locks the database and makes everyone else have read only access how do I make it so that everyone can use the form at the same time and add? Its a suggestion form

Hi. Check the database properties under Tools, Options, Advanced. The default open mode should be Shared, and the default record locking No Locks.

If these settings are correct, you would need to check that the user rights for the network folder include read, write, create and edit rights.
