If you're talking about more than one user at a time using the database, you should split it into a frontend/backend app with the backend on your network drive and each user having a copy of the frontend on their PC.
Multiple-users sharing a single, non-split database is a common cause of repeated corruption.
On the question of security, there are a number of ways, some ready-made and some custom made thru VBA code. We would need to know what version of Access you're using in order to give you the best advice on this.
As to the question of only allowing the creator of the database to delete it, you posted this question
