wrap data into more then one column

I have a study database in which each study has 54 actions that must be signed off. Is there a way to create a form that will show one studies 54 actions while wrapping the fields back to the top after 18 records. So it will display the first 18 records then start another column with the next 18 then again with the last 18. I really need to get these all viewable with no scrolling. I also need data entry and doing it with columns in a report just wont do.

What about having an autonumber field and having 3 subforms that filter for the first 18, second 18, and third 18?
