Network Problem

I have an Access database written in Access 2000, I am trying to set it
up over a network of three PC’s all running Access 2003.

When the database is opened by any one individual client PC (database on
the server) it works just fine, however if any of the PC’s already have
it open and a second PC tries to open it we get an error message saying:

No exclusive access, changes might not be able to be saved, sometimes a
message about saving forms in design view (No forms are in design view
its an MDE) and a link to information about Visual Source Safe.

I have distributed this same database on many servers in the past
without problems, does anyone know what is happening here please?

Yes, I have got it split front-back end.
