Trigger a Event when users scrolls through records

Setting the value of a control by using a macro or Visual Basic doesn't trigger this event for the control. You must type the data directly into the control, or set the control's Text property.
I have a form that has multiple tabs. Each tab contains specific information for the record chosen. One Tab has a function that returns the distinct record from another table based on the initial chosen record (the user can actually scroll through all the records and the fields update. Except the one that needs the event trigger. So, based on the MSDN Note above the function never gets triggered.

How can I accomplish this without using ADO libraries?

When you move from one record to a different record, the On Current event triggers. Could you use that?
