Object Layer value/property?

This may be a strange question but I was curious as to whether the layer order something is set to is a usable property. For example, when creating a form, you can set an object's layer by using the "send back" or "bring forward" menu command. Is this "order" saved somewhere (e.g. layer=1 or 3, etc)

My inquiry springs from the desire to change the color of a background using a conditional expression. I understand that a work-around for setting the background color on a row is to set a text box the size of the background and set the color. I wondered if it would be possible to have several textboxes in layer order and be able to change the layer value dependent upon the condition, thus changing the color by-row, by condition.

Thoughts?

Why use such a convoluted method when you can use conditional formatting?
