ACCESS 2003 - HOW DO YOU UNHIDE FORM TOOL BAR MENUS

I created an access 2003 database and some how lost the ability to use
all design mode menu tool bars. How do I unhide development tool bars?

R. click on the menu bar (empty spot) customize check to see if
any tools are unchecked.
