Utility add-in is missing or was modified? -- A Solution to the bug / error.

I had numerous problems because access could not load the utility.mda
library for Access XP / 2003.

The message "...utility add-in is missing or was modified" occurred
when attempting to open the zoom box.
It would crash when attempting to export a table or query to word,
excel, csv etc via the menu or via DoCmd.OutputTo

Reinstalling office and/or access did not solve the problem. This was
the solution advised by everything I read.

Turned out to be a registry key.

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\A ccess\Resiliency
\DisabledItems

This key hold some encrypted reference to something that is disabled.
Turns out in my case it had disabled Utility.mda somehow.

I renamed this key to "DisabledItems_not_broke_utility_mda", restarted
and the problem when away.
