Report with endless pages

I have a basic report that groups messages to an individual and prints them
all on one page (or more as needed - but basically designed so that small
messages don't each take up a whole page.)

It has only 2 levels of grouping, the first being by region, the second by
IndividualID
It has a memo field in the Detail section that contains the message.
This memo field is set to Can Grow and Can Shrink, as is the detail section.

Sometimes, and I believe it is when the memo field causes the page to be
overfull, the report hangs and will display the IndividualID Header but
blank data for the Detail, and it will generate endless pages of blanks.

By deleting the offending Memo data I can make it work...but obviously I
would rather have a solution - either causing the page to break as normal
(with repeating headers - which is no problem)..or ????

Any Ideas?
Should I be testing for the Memo length, but then how do I know how much
space is left on the page??

It might have something to do with the KeepTogether property. Click on
the band and see if that is set to True.
