30 days in the past or in the future?

Exactly 30 days or (30 or more) days?

Assuming exactly 30 days in the past the basic query would be...

SELECT mem_address
FROM TableName
WHERE del_date = DateAdd("d", -30, Date())

This also assumes that the del_date values in the table have no time component
(time is midnight).
