MsAccess Security

Hi all,
I am new to MsAccess and my boss assigned me the task to work something out on the security/access privledges of users that will be using the database she is working on. Unfortunately there will be thousands of users. And what she wants is that some group of users will have all the admin priviledges and rights to insert and delete records while others will have just read only rights.
she will be putting the .mdb file on a shared web and from here ppl can download/access this database.
I have gone throught the security documentation and i do not see distributing .mdw file to every user as a fisible solution. plus it seems to me very confusing.
Does anyone of you have any other solution?? or faced this problem and have a workaround??
