Access Security Issue

I'm having trouble figuring out what I missed.

Background: Access 2003. Typical front-end / back-end configuration. I'm trying to apply Access security. The system will be used by about 15 staff.

Here's what I did:

Built a new workgroup security file. Named it the same as the database. Placed it in the shared network drive with the database back-end
Added a power user account
Removed the Admin rights from the Admin account
Logged into the database under the power user account and ran the security wizard for the front end.
Added groups and defined rights for the group
Added users and assigned to groups.
Repeated the steps on the back-end.
Placed a shortcut on the desktop to launch access, open the front-end and used a switch pointing to the newly created workgroup file.

Everything worked fine on my machine. Next, I tried to install it on a coworkers machine to test.

When I tried to open the database on her machine I got an error stating that she did not have rights to the system. When I opened the database as myself and looked at the security, none of the settings appeared. I had to actually set the permissions manually again on her machine. Clearly I missed something in the setup. What do I need to do on other user machines in order to install this and be certain that they are pointing to the exact same workgroup file? I even ran the "Join a Workgroup". Nothing seemed to work.

Anyone have any ideas? This is driving me nuts.

Unless I misread (it could happen) you never joined that workgroup.
