Do I understand correctly: you have a form with a lot of records, more
than fit given the size of your form. You object to the top records
not being visible at all times as users are scrolling down to see more
records.
If I understand this correctly, you have some options, including:
* Keep the number of records low enough so users don't have to scroll.
* Buy bigger monitors so you can increase the size of the form and
show more data.
* Train the users about the scrollbar and scrolling UP as well as
Down.

continuous form after using the scroll wheel if the available records
don't fill the form? I know that the "up arrow" section of the
scrollbar can be clicked to show the record again but this is hardly
intuitive to the user.
Any help is appreciated.
