Find Entries Missing Certain Criteria

I am pulling a query of people who have numbered designations. They can have more than one of these numbered designations. I am wanting to know wich of these people are missing the number 2 destignation all together.

Using the "not 2" isn't working because some of the people have the 2 and other designations, and when I use the "not 2" it only eliminates the record showing a 2, and leaves the rest of them showing, making it look like everyone is missing the 2 designation.

I am sure this is going to be very simple...but my mind is not functioning properly today.

thanks!

This won't be remotely simple unless you provide the relevant information in your question. We need to have a clue what sort of data you're working with before we can provide a helpful answer.
A good start would be the table MetaData. Here is an example of how to post table MetaData :
Table Name=tblStudent
Expand|Select|Wrap|Line Numbers
  1. Field; Type; IndexInfo
  2. StudentID; AutoNumber; PK
  3. Family; String; FK
  4. Name; String
  5. University; String; FK
  6. Mark; Numeric
  7. LastAttendance; Date/Time
