Why is tab control always transparent in Access 2007

My app uses a tab control created in Access 97 and converted to Access
2000 format for clients who have Access 2000, 2003 and 2007. Being
created in 97, the control does not have a BackStyle=transparent
property. When opened in 2003, the backstyle is Normal (opaque). When
opened in 2007, the backstyle is still Normal, but the control is
transparent. If I open the form in design view in A2007, the backstyle
property is Normal, but the control is transparent. Nothing I do can
make it opaque. If I add a new form to the db, and add a new tab
control, this too is transparent, and although I can change the
backstyle property, I can't make the control opaque. If I create a new
database, it works fine.
In design view in A2003, the control is opaque, as it should be.
I don't want to have to recreate the forms in A2007 just for this.

Anyone have any ideas what is going on?

Yes, but I currently develop in 97 and convert in one step to 2000.
I'd rather not have to go to the level of individual forms and upgrade
to 2007. The db has another tabbed form that doesn't show this
problem. Could the save/load text eliminate a hidden problem in one
form that is causing this? I'd better try that.

I've now done a complete rebuilt of all objects in the A97 db using
SaveAsText and LoadFromText. Unfortunately this didn't help. I
converted the 97 app to A2000. Opening the app in A2003 showed the
rogue form to have a normal non-transparent background. Opening the
same db in A2007 showed a transparent background. Again, in design
view in A2007, while the property shows 'Normal', the control is
transparent. Interestingly, another tabbed control on another form
didn't have this problem.

Any suggestions?
