Problem with Internet Data Transfer Library v.2

I'm attempting to develop code to do https transfers in Access 2003.
I've used v. 1 of the Internet Data Transfer Library with success in
previous versions of Access, but it doesn't support https, which I
require for this app. I downloaded it, and am getting "Error 429:
ActiveX component can't create object." On mvps.org, they say if you
have this problem with v. 1 of the library, you need to regsvr32
dao350.dll ... on my system, I have dao360.dll, and I registered it. I
still get the error - even running their prjtest.exe. Help!
