Access installation package

Using Access 2003 front-end with SQL Server 2005 backend.

I had used an installation packager in Office 2000 Enterprise, which
allows
one to create an installation package for Access applications that can
be
installed on systems without Microsoft Access.

New we have only Office 2003 Professional, which does not have this
facility.

Short of buying the Enterprise version, does anyone know of a way - or
any other
packager - to package an Access application for installation to
systems without
Microsoft Access?
