disable mousewheel in form

I have done some reading about disabling the mousewheel. There is step by step instructions in a microsoft website.
http://support.microsoft.com/kb/278379
Start Microsoft Visual Basic 6.0.
2. Create a new ActiveX DLL project, and then open it.
3. Add the following code to the class module window that appears:

Can I just open vb in access?
How do I create a new project, don't I need a special command

A simple dll that you put in the folder that contains the access database and some code you can put in the on form open or load event.

You cant create the activex control in access vba
U would need vb
