Need to use a & in a command line launched from a form

I have a form and want to launch a command line that contains a literal &.
I have tried using " " and chr(38) and it will not work. The system only return the command line upto the first & (CutoffCycleDirector=Start). Is there a way to use a literal & in a command line? I have attached my command line below

"CutoffCycleDirector=Start&Cycle=1&Test=False&Last =False&BeginningStep="

Sorry for the late reply. I went on vacation after I made my post.

The command line I am running will open a URL and submit its tasks to our Unix system. I use Iexplore.exe and then pass in a URL command line. I have run successful URL commands from Access using the & in the command line but in those cases the action was benign. In this new case the commands will cause the system to alter the tables and data in our database. I need to be sure all the possible options are valid and I have the proper safe guards in place before I turn it loose on the operators. Unfortunately I do not have a QA environment in which to test this. I was hoping I could pass the command to a file so I could validate the syntax. I could then take those command lines and compare them back to the ones that currently run in our production environment.

Firstly, no problem with the late reply.
That's all interesting information which helps me to understand where you're coming from, unfortunately it doesn't explain very well the actual technical environment you're working in.
Go back to Post #2 (copied here for convenience) and try to provide more direct answers to the questions.
What type of command line are we talking about here?
What is the command you use to submit it to run?
Now the next question may be a hard one to answer, but which parser is the one you want to process the '&'s?
You mention a Unix box, but I suspect that there is at least one Operating System level parser that will get there first. I need to know at which point you want the '&' to be processed.

Does your command line do more than just open up that url?

If not then have u tried looking at

Application.Followhyperlink "url"

My level of expertise with Access and the Unix environment in which I have been asked to work in is very limited. So my manager and I have decided to stay with the manual processes until I get more acclimated with our environment.
