cross-regional database management

Hi all, I'd like to seek your opinions on how to approach the
requirement that my client currently has.

Basically, the client requires users to be able to access and
manipulate a database situated on a common server from around the
world. The number of users are not many, < 20, but the problem is that
they are on different networks.

What is the best solution to design and deploy the database, and the
front-end application?
