You are looking for something called the MS Access Workgroup Administrator and you're going to have to dig for it since it will not appear on the standard Menus. It is typically in the Main Office folder or somewhere nearby as in: "C:\Program Files\Microsoft Office\Office\1033\WRKGADM.EXE". Once you find it, dbl-click on it and select Join to join an existing Workgroup File (*.mdw), in your case either System1.mdw or System2.mdw.

I believe that this facility is now within the Access application itself.
Since Access 2003 it's in Tools / Security etc.
