The crucial aspect is the everyone (parents and children) must go in the one
table, since children grow up to become parents too.
Once you have that, the next question is how you need to connect them. If
you are tracking only biological parents, a person has just 2 parents, and
you can use a self-join like this:

If you are trying to keep track of other parentage (adopted children, foster
children, step children, ...) things get more complex, and you need a way to
specify which families the person belongs to at any point in time. You might
consider a structure such as this:
