When should the open event and load event on a form be used?

Use the Open event if you may need to cancel the opening of the form.

Other than that, it doesn't really matter which you use.

If you plan to alter the RecordSource or apply a filter, it might make sense
to do that in the Open event, since that usually fires before Load.

If you want to set values or properties of controls on the form, use Load --
at least in some versions of Access, the controls are not all properly
initialized at Open time.
