Forms - Overlapping controls, change creation order

I have a form with a rectangle [backstyle normal] and a label
[backstyle normal]

If the rectangle is placed first, and the label second, the label is
seen.
If the label is placed first, and the rectangle second, the label is
not seen (obliterated?)

After controls have been placed in a form, is there a way to specify
or change the order in which they are created?

In form design view, select the rectangle, go to the Format menu, and choose
Send To Back.
