As long as the rules of relational databases are used correctly then yes it is. Unfortunately, a number of applications are designed not following those rules. These applications will work after a fashion if not very well. However, if you apply full relational database rules to Access then it is as powerful as any other database particularly when used with VBA code. The only restriction is one of size. Around 2GB for Access 2000 and above and the size restrictions of for example 255 fields per table or query. These last ones are not necessarily bad restrictions as a properly designed system should never need to break these rules.

That I'm not sure about. Normally access is connected to via DSN or odbc driver. You could see if their is an odbc driver available. I know there are a number of java variations.
