In an Access object (I looked on a Form object) there are two properties :
Help File
Help Context ID
This is a place to start looking. Press F1 when one is selected to get Access to give relevant info on how to use it properly.

You need to customise the toolbar to do this. The default help menu opens the access help file and I wouldn't recommend changing this although you could check it out for hints on how to design your own.
