Design view disabled

There exist some forms in my application which existed before I arrived. Many of these forms are such that when they are open, then the "design view" button in the toolbar at the top of the screen is unclickable, since the form is a dialog, and doesn't allow you to access anything behind it. In the majority of these situations it is possible to right click on the title bar of the form in the front, and you can access design view from there, the button is labelled form view, but the icon is of the pencil ruler and square, there are also buttons for datasheet, pivottable and pivotchart. Unfortunately for some forms, when you right click on the title, there are only 2 buttons available: Form view(with a picture of a form, not the pencil, ruler and square), and datasheet view(which is greyed out). I am able to access the design view of this form through indirect means, so this is more a problem of convenience. When in design view, it is important to note that the allow choices of all 4 views are set to true. What is special about this form? Also, the statuses of these forms remain the same, whether I open them directly, or by having another form call docmd.openform.

It's hard to tell what the problem is but I would be concerned about corruption. What happens if you try to import everything into another database.

Hurray, I found the solution.

The "Shortcut Menu Bar" property was set to MS2000 Form Context. When I made that property empty, then I had my design view back.
