Package Wizard cache installation languages problem

I installed Access Developer Extensions (VSTO 2005) but got a problem in
caching installation languages for idioms different from italian or english.

From the "Installer Experience" page of the "Package Wizard", if I select
e.g. French, I get the following error (I translated from italian, so I hope
it's a precise translation):

Unable to find Windows Installer localized model file 'C:\Documents and Settings\gabriele\Dati

Applicazioni\Microsoft\Access\ADE11\Cache\1036\BAS E.MSI

Do you want to use english model file?
=====================================

Obviously I reply "No" and installation language (French, in this case) is
not cached.

The problem seems to be the missing BASE.MSI file for the selected language
(French in my case)

Do you know how can this problem be solved?
