Shaking of Tabbed Form

Very strange phenomenon.

Form with tabbed pages.

I think that when I move the mouse (wheeled), over an unconnected label - as
opposed to one linked to a textbox, the page contents "shake".
I also have coloured rectangles lying under label/textbox sets but I think
the problem is caused when moving the mouse away from an unconnected label
and not from the rectangle combination.

I would appreciate any ideas.
