Problem Installing Office 2000 Developer Tools

For some reason the Developer Tools Setup program does not see Office 2000
on at least two of my development machines.
When I go into Help/About I see: Microsoft Access 2000 (9.0.6926 SP-3). I
do have other development tools on the machine, various versions of Visual
Studio, could that cause the problem?
Is there a workaround?
