Update data or not

I've produced a database to store data on behaviour incidents in our school.
I'm having problems ensuring all staff can view and some staff edit. (I
don't need the complex proper security) I approached it like this. Created
a form which I'll call 'view' form

1) View Form has these propertis - Allow filters / edits No Deletions /
additions / Data entry / Snapshot / No locks / Fetch defaults Yes

Seems to stop anyone doing anything other than filter etc which is what I
want

To allow the admin staff to add and edit records I created a button to open
another form, put in a password .... not really secure but all I wan to do
is avoid folk fiddling ... this opened another form we can call edit form

2) Edit form - Allow filters /edits/ deletions / additions Data entry no
(It can be yes or no and it seems to make no difference) Dynaset
(Inconsistent Updates) No locks Fetch defaults yes

This lot has worked fine for two years! Thousands of records on our students
... and a great help with managing behaviour. So .. it is now getting used
more and I find data is not saved whenever anyone else is using the snapshot
view form.

Any ideas?
