Go to tools - customise and click New when the window opens. Name the new menu.

In the commands tab drag New Menu on to the new menu bar and rename it.
Then in the All Forms and All Reports list you can drag then onto this menu. While this window is open you can right click on any item on the menu and change its label etc.

You can also drag standard menus you wish to use onto the menu bar or create custom versions of them.

When you are happy with the menu bar close out of this window and go to Tools - Startup

Change the Menubar from (default) to your new menu bar name.
