Where do I start

Can someone give me some advice.

I run a sporting event which involves 55 athletes/runners going around a 400
metre running track for 24 hours.

I need to:
1. Imput DATA for non-technical users
1a. Keep track of individual laps
2. Keep track of total laps and Metres/KMs completed.
3. Keep track of who is in front etc.
4. Print individual and event reports every 1 hour.
5. Print individual results with a lap by lap breakdown.
6. Event would involve over 15,000 laps

Would Access do a job like this? Can Access do this? Or is there another
program?

Please help I need to know where to begin.

Access would do it assuming someone was to build the database for you.

The biggest question is "How do you record the actual second that a runner
passes the lap marker ?
Will someone hit a button ?

If you intend,however, to enter the data after the sporting event has
finished, then that will be a lot of data entry.
If you could capture the data realtime, then that would be great, but not
sure how that would work.
