assign account executive to a file

I have a table of several account executives (A.E.'s). I need to
assign the loan A.E.'s to prospect mailable records. A data file is
sent to a printing company on a biweekly basis and count varies on each
mail piece.

A.E.'s handle different areas. There are two different groups. Group
A receive at least 3/7's and the group B receives a certain region. If
Group A does not have 3/7's in its region it takes more of group B's
region so that it has 3/7's of the data set.

Each A.E. receives same amount of prospects as any in their respective
group, and receives same amount for each state.

I would appreciate any assistance.

in addition....i would like this to be very adaptable to the number of
account executives in each group because we are expecting to hire an
additional 3 a.e.'s by the end of the month.

hard and fast business rules would be helpful.

AE---(?,?)---Loan (How many AE's can work on a loan? How many loans
can a single AE work on?)

AE--(M,1)---Group--(1,M)--Region
oh, (M,1) = 1 Group contains Many AE's. Each AE belongs to ONE group.

where does printing company fit in? Does it?

What does the 3/7's mean? Could you give an example?

1 AE to a prospect. ae is assigned to prospect before sent to mailer
house so that mail piece has proper phone number for prospect to call
in.

7000 mailers for a week. group receives 3000 mailers. 3000 mailers
should come from michigan, but if michigan data is only 2000 then there
is an additional 1000 pulled from indiana then ohio and etc in a ranked
order.
