Cannot paint on image on report

Access 2000.
I have a report with an Image control on it, loaded with an aerial
photograph. I want to draw small rectangles on that image. I tried the
Line and PSet methods, but it appears they can only draw on the report
background.
How can I draw on the image, and in such a way that it also prints to
the printer?
